Do you need a renovation permit in Canada?
This checklist tells you when to contact your municipality. It cannot confirm whether a permit is required, and it never tells you that one is unnecessary.
Permit requirements vary by municipality, zoning, property condition, project scope, and applicable building rules. This tool provides general planning information only and cannot confirm permit requirements. Confirm requirements with your municipal building department and qualified professionals before beginning work.

What to have ready when you call
- Your property address and, if you have it, the roll number
- A plain description of the work you plan to do
- A rough sketch of the existing and proposed layout
- The approximate construction value
- Your intended start date
Building departments answer planning questions at no cost. Calling early often simplifies the scope before you pay for drawings.
Permits in Ontario
Building permits are issued by your municipality under the Ontario Building Code. Requirements and fees differ from one city to the next.
Work that must be done by a licensed trade
- Electrical: Electrical Safety Authority (ECRA/ESA licence)
- Gas and propane: Technical Standards and Safety Authority (TSSA)
- Plumbing: Municipal plumbing licence / certified journeyperson
- New homes and substantial additions: Home Construction Regulatory Authority (HCRA)
